My friend is submitting a project, and she can only include music that is some rights reserved (CC-BY or CC-BY-SA). Are there any songs by Taylor Swift that is some rights reserved? If so, where can I find them? Thanks!

Your question is "copyright free" music. There is no copyright free music anywhere, with the possible minor exception for things published between 1972 and 1989 without proper copyright notice or subsequent registration as well as any music produced by employees of the US government.
The additional details don't make any sense under the original question; "some rights" would mean the music is (clearly) copyrighted, as otherwise there wouldn't be any rights to reserve.
You also need to be clear whether you're asking about sound recordings of music or the sheet music, as they have separate copyrights and possibly separate copyright ownership.
