In this song which was also recorded as a duet with Willie, Waylon sings of letting loose of a younger woman realizing that there is an age difference between them. It ain’t that he is wiser, it is just that he has spent more time with his back against the wall. He tells her that he is tired of running when she is just learning to crawl. Saying goodbye isn’t easy but she has to fly hearing the young eagles call and someday when she is older she will smile at a young man straight and tall.

What is it that he has on her?

Age? I dunno, Willie nelsons songs are quite cryptic, as are a lot of them. He sometimes sings about personal stuff that you don't have a clue what hes on about but it sounds good.
