Yep, it was Garth Brooks, with a really bad beard. He looked almost as bad as "Chris Gaines" or whatever his alternate personalities name was. Lol.

Garth was indeed the actor. Interestingly enough, at the time MTV and the former TNN networks banned airing of the video because of the violence portrayed in it. They wanted Garth to do a public service announcement condoning violence, at the end of the video, which he did not. Eventually some tv stations aired the video.
